The Environmental Protection Agency has completed its testing of the fuel economy of 2009 model year vehicles (though not all of the numbers have been published yet), and released its list of the ten most fuel efficient cars for sale in America today.

The agency’s 2009 Fuel Economy Guide lists the cars. Unsurprisingly, hybrids dominate. The Toyota Prius is still the most fuel-efficient car on the market, with 48 mpg in the city and 45 on the highway. It narrowly beats out the Honda Civic Hybrid, with a 40/45 rating. The highest-rated non-hybrid? The tiny Smart ForTwo. The microcar is fifth in city fuel efficiency behind four hybrids, and third on the highway.

SUV and domestic-maker fans will be happy to note, though, that the ForTwo finished behind the Ford Escape and Mercury Mariner Hybrid twins in city efficiency.

The EPA also publishes a list of the most fuel-efficient vehicles in every class. The complete lists follows:
